What do I do if my landlord refuses to sign our move in check list and other issues?

NOT move in ... you SHOULD have had them fix the things in the apartment BEFORE you moved in .... If you signed a lease , well I think your stuck... you can complain to the manager of the Property ... but more than likely it would fall on deaf ears... if is as bad as you say report them to HUD ( housing Urban Development)
