Interstate travel for cheap?

Someone asked me today, that if a 13yo and a 15 yo from penn wanted to visit family in sc . How would they do it for $400ish round trip . I thought for a moment, grayhound wouldn't be safe enough for kids, train ... maybe or maybe not... play surely safe but not sure cheap. Maybe an inter coastal ship or an interstate taxi... Idk, what do you guys think.
